ECA/PAC Advances Member Goals The ECA Political Action Committee - ECA/PAC - has worked for more than three decades to advance the legislative goals of the association's members in the arena of heavy construction. The ECA/PAC has as its mission to ensure the interests of the industry are heard and represented in the halls of power where ever needed throughout Southern California and in Sacramento.
